Abstract
In almost every part of the world, attacks against bureaucracy have reached new peaks of intensity but are often little more than rationalizations for a persistent drive to arrest and reverse the historical process which led to the development of the administrative state. Such attacks call into question two fundamental concepts that have been at the centre of civil service reforms for close to two hundred years: neutrality and professionalism in the service of the State.
