Abstract
This book is about the relationships between governments and the parties which support them. The problem is an important one: it is at the very root of the idea of ‘party government’, an idea which is crucial to the theory and practice of modern liberal democratic representative executives, primarily in parliamentary systems, but in presidential systems as well.
