Abstract
Nietzsche observed that Europe would only come together at the graveside. Since his time, two fratricidal conflicts within less than a quarter century have been necessary for Europeans to become aware of the need to pool their strengths to build the continent. More recently, the idea of European security has been given new urgency by the geostrategic upheavals and the proliferation of new and diffuse dangers.
