Abstract
One of the biggest challenges facing humanitarian coordinators in multidimensional peace operations is striking the proper balance between cooperation and independence among the different members of the humanitarian community responding to the crisis. This chapter will focus on this balance and examine solutions to the organisational conflicts which arise during and within an international humanitarian response. To illustrate and reinforce the discussion, insights are offered based upon personal experience directing UN operations in the southern zone of UNOSOM.
