Abstract
When he has been properly drilled by his Association he both votes and votes with his will. If the party nominees win, he wins with them as spontaneously as if the Association had not dictated his act. He is not aware that he is reduced to a mere cipher. … to appear to themselves to be independent agents, yet exercise their franchise so that the party shall be victorious, electors must educate their volition to dance in their chains.
