Intergovernmental Cooperation on Drug Control: Debates on Europol

Abstract

Over the last thirty years international police cooperation has become a major focus of debate within Western Europe. From time to time this debate has been completely reoriented by the unpredictability of political processes. The three most important landmarks are: the establishment of TREVI in 1975–6, the incorporation of cooperative mechanisms in the Schengen Treaty (1985) and the Schengen Convention (1990), and the recommendation of the Treaty of Union (signed in December 1991 at Maastricht) to found Europol within the framework of the European Union (Busch, 1988; Fijnaut, 1987; Le Jeune, 1992).
