Abstract

As a state bank specializing in the agricultural field, the Vietnamese Bank of Agriculture (VBA) since 1991 has officially lent capital to peasant households. Because of this policy with the loan of capital at relatively low interest rates in comparison with the unofficial capital market,1 peasant households have had the means to increase production.
