Towards a Policy of No First Use of Nuclear Weapons1

This study explores the implications of a possible change in present NATO policy towards no first use of nuclear weapons. It focuses on the efficacy and credibility of alliance defence in Europe and on the impact on political relations within the alliance. The analysis is of necessity conjectural and tentative; actual implications will depend on the particular context in which changes in policy are undertaken, and they will be determined also by the modalities of implementation, particularly the relationship between declaratory policy and the shape of the defence posture in Europe.
