Abstract

As we approach the new millennium it is an appropriate time to look back over recent developments and to consider future options. Anticipating the future is an uncertain but nevertheless necessary activity, since the direction and pace of change is never inevitable but rather a consequence of choices and decisions which we make now. In respect to imprisonment a reappraisal of possible future options seems to be particularly appropriate since even over the last decade the nature of imprisonment appears to have undergone a relatively radical transformation in terms of its functions, organization, and the size and make-up of prison populations.
