Abstract
The intention of this book is to demonstrate how communications contribute to international relations. Surprisingly few scholars of international relations refer to the fundamental aspect of any relationship, namely communication, even though such an association has long been recognised, as the two quotations reproduced above confirm. In addition they suggest that a given medium of communication possesses neutrality: it is the intention behind its use that must determine our judgement of its morality.
