Abstract
The analysis of the previous chapters was finished in 1992. This was a distinctive period. The Treaty on the European Union had been signed the previous December in Maastricht and the integration process seemed to be proceeding amid much optimism. It was hoped that the GATT negotiations of the Uruguay Round might be concluded shortly, although they had already proved protracted. In the US, the Bush administration was still confident in the face of relatively unknown Democratic challengers for the presidency. Events were to move quickly thereafter.
