Abstract
Concern over the quality of air has been an environmental issue for centuries. The smoke from burning sea coal was a problem in London in the twelfth century. A commission of enquiry was set up to investigate complaints about smoke levels in London towards the end of the thirteenth century and in 1307 the burning of coal was banned. However, the edict was ignored and the problem of smoke in London was to continue for very much longer.
