Abstract

How did the one-party, one-property, one-plan system operate in practice? Before Stalin’s death the question was hardly relevant. The Soviet Union had been living in war-like conditions, preparing and conducting war, then recovering from it, and was protecting itself against the ‘capitalist encircling’. All economic failures could be attributed to these exceptional circumstances.
