Abstract
A policy and practice innovation like community care must be prepared, go through a phase of development and early growth, and then mature. So it is not possible to describe post-Griffiths community care as complete and final. To understand practice within it, therefore, workers need to understand how the policy is developing and changing, and they need to prepare themselves for future changes. Systems of policy development and training and how they work are therefore a crucial part of practising in community care.
