Abstract
Public Services should be delivered efficiently. Government itself need not be a large scale provider. Market testing the delivery of services, and contracting out where appropriate, brings commercial disciplines to bear and stimulates private sector activity (1994 White Paper, Competitiveness: Helping Business to Win, Cm 2563, London: HMSO, p. 17).
