Abstract

Social services departments in England and Wales were created by the Local Authority Social Services Act of 1970 and in Scotland, social work departments arose out of the Social Work (Scotland) Act of 1968. In the subsequent two decades their importance to local government grew rapidly. This expansion can be readily charted in the doubling of the proportion of local government revenue expenditure devoted to the personal social services between 1971–72 and 1990–91 in both England and Wales and Scotland (Table 8.1).
