Abstract
A learning society requires public learning as the necessary condition for its growth and development. The public domain provides the setting for public learning in the arena of public discourse; the requirement of management is to develop the strength of that arena for public learning and to ensure that the learning is realised and used. These requirements will only be met if public organisations themselves are learning organisations.
