Abstract

The discovery after the Persian Gulf War of an extensive Iraqi nuclear weapon development programme severely shook public confidence in the nuclear non-proliferation regime in general, and the safeguards programme administered by the International Atomic Energy Agency (IAEA) under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), in particular.
