Abstract

For the developing countries as a whole, the 1980s have been characterised as the ‘lost decade’, ten years of dismal economic performance and consequential erosion of welfare (Singer, 1989; Fischer, 1991). Economic growth rates plummeted from an annual average of 6 per cent between 1965 and 1980 to 3 per cent during the 1980s (World Bank, 1992a).
