Abstract
There seems to be such a large gap between the bureaucracies of developed and underdeveloped societies that one is often led to think we would need a totally different body of assumptions, concepts and theories to deal with such different contexts. However an attempt is made to defend the opposite perspective here: that is to say, the need for a unified bodied of knowledge that would account for the similarities and differences between public bureaucracies worldwide. It seems to me that the apparent mismatch between the key political and economic concerns of less developed societies as regards bureaucracy, on the one hand, and the theoretical concerns of mainstream literature on bureaucratic issues, on the other, actually reflects a lack of comparative research.
