Abstract
At the end of the 1980s people formerly associated with the Andean pact lamented the fact that the integration process had not been able to achieve its original objectives. From their point of view the future of the Pact was very bleak indeed considering the misfortunes of the preceding 15 years and the difficulty in overcoming the obstacles. Today some people are putting forward the idea that a new form of integration has developed in the region quite different from past experiences of regional integration. This new concept of integration appeared as a response to the profound changes that characterized the world economy during the 1980s. It implies a more limited form of integration restricted mainly to technical aspects of free trade and customs union. The ‘new integration’ implies also a significant reduction of the powers previously held by community institutions, and more open relations with the rest of the world.1
