From Coparticipation to Coalition: The Problems of Presidentialism in the Uruguayan Case, 1984–90

Abstract

This chapter deals with the effects of presidentialism on the creation of coalitions in Uruguay. It studies the negotiations carried on by the elected presidents, J.M. Sanguinetti and L.A. Lacalle, in 1984–5 and 1989–90, respectively, to form their first cabinets with ministers representing the Colorado Party (CP) and Blanco Party (BP).1 The results of those negotiations were the agreements called ‘National Intonation’ and ‘National Coinciding’.
