Abstract
Let me describe two organisations. One has a committed workforce... driven by common values and beliefs towards a common objective — the provision of the best possible service to the public. The second is one in which it would appear that control of the workforce is achieved by way of a strict, militaristic code of conduct...
Clearly these two organisations can have little in common. Their objectives, management systems and desired outcomes must be different. That, sadly, is not the case. They are the same organisation, the modern police service (O’Byrne, 1991, p. 2286).
