Abstract
Chapter 1 set out some of the different factors involved in governments’ interests in shifting the balance of welfare provision away from the statutory sector with a greater role for the voluntary sector as well as for private provision. Chapter 1 also commented on the growth of particular types of voluntary and community activities, including advocacy, mutual aid and self-help activities. Similar ranges of trends were identified, both in terms of governments’ interests and in terms of the growth of self-help and mutual-aid activities, in developed countries (Chapter 4) and in relation to the Third World (Chapter 5).
