Abstract

As the previous chapter argued, international forces and the policies of international agencies have become more important than ever before in determining the context for community development at the local level. There are increasing parallels as well as contrasts to be drawn. There are lessons too, for the First World to draw from the experiences of the Third World, and especially so in relation to community participation and community development, an important point to emphasise given that Western social policy analysis has been criticised for being Eurocentrist or Western-centred in tending to assume that comparative social-policy learning is predominantly a one-way process, with the Third World doing the learning, whilst for the First World ‘the experience(s) of developing countries are irrelevant’ (MacPherson 1987, pp. 215–217).
