Abstract
As in most social services establishments, staff are the major resource both as the primary means of service provision and in terms of revenue expenditure. The degree to which careful planning and choice can be exercised in setting up a staff team is obviously constrained by whether or not a family centre is a new venture or the conversion of existing provision. In a new venture recruitment of staff can be tailored to the needs of the enterprise.
