Abstract
The task of privatizing the formerly socialist economies of Eastern Europe (I include the Soviet Union, or the republics of the Soviet Union) is one of the most formidable problems ever encountered by economic policy makers. This monumental task stands at the center of the transformation process. All important aspects of economic theory and policy are involved, because the process of widespread privatization goes to the heart of what the capitalist system is all about.
