Abstract

In terms of its place on the British political agenda, the environment has recently been riding a rollercoaster. Until 1988, it was given relatively little attention. The major political parties lacked coherent or comprehensive environmental policies, and while public attention continued to focus on areas of traditionally greater prominence, such as foreign and economic policy, the environment remained little understood and barely regarded by central or local government.
