Abstract
As we saw in Chapter 12, SALs have rapidly become an important source of finance to developing countries. These quick to disburse loans now account for the equivalent of one-quarter of all official development assistance to non-oil developing countries. As we also saw, trade policy is the most important area of conditionality in these lending programmes. In turn policy appraisal forms an important element in the negotiation of conditionality.
