Abstract
The programmes which together represent Canadian manpower policy are impressive in scope and in scale. For example, the activities of the federal manpower authorities include programmes of training, mobility assistance, placement, counselling and information services, work experience, job creation and work-sharing. Moreover, the largest of these, the Canada Manpower Training Program, entails a larger proportionate expenditure than that of any country save Sweden. In addition to setting out the essential features of present-day Canadian manpower policy, however, our aim in this paper is to show how the present structure came about, since the varying objectives and characteristics of this unique evolution may prove instructive to analysts and policy-makers in countries other than our own. It is our intention, furthermore, to impart some flavour of the unique set of labour market conditions and problems which confront the designers of Canadian manpower policy.
