Abstract
When, in 1935, the League of Nations, as the principal instrument for the maintenance of peace, was discussing the unprecedented imposition of comprehensive economic sanctions on Italy, some members argued that collective security could be assured only by the employment of force, or rather, only if it were understood that force would be used to assure it.
