Abstract

In West Germany majority coalitions are the characteristic mode of governing. The key role in those coalitions is played by the small Free Democratic Party (FDP). This has the crucial strategic role in deciding which of the two larger parties — the Social Democrats (SPD) or the Christian Democrats (CDU/CSU) will form the government.
