Abstract

Frelimo (Frente de Libertação de Moçambique) is the internationally recognized government of Mozambique. It is also effectively the government of the capital and all the provincial capitals, and is the nervous master of most of the countryside. As can be seen from Map 2.1, which shows the accessibility of Frelimo-backed aid to Mozambique’s interior, the Renamo rebels have confident control of a few rural areas, and thoroughly disrupt almost the entire remainder.

A man may be very sincere in good principles without having good practice.

Dr Samuel Johnson, 1773
