Abstract

The view that the more ordinary people could control the actions of states the more peaceful they would become was not self-evident. For it was not certain that ordinary people were always peacefully inclined. Even a state having parliamentary institutions might be aggressive in its conduct if its peoples were inspired by strongly nationalistic sentiments.
