Abstract
Debt is a central problem In housing management today. Prior to the reorganisation of local government in 1974 and the later 1970s, debt was not a particular problem for the local authorities. Rents were low and most people were able to pay. During the 1970s when housing associations were expanding, their rents could also be kept low through the generous grant system introduced by the Housing Act 1974 and the overseeing of ‘fair rents’ by the rent officer. However, a combination of political, management and personal factors in the early 1980s led to a higher level of debt in all housing organisations, with implications for both landlord and tenant.
