Abstract
The Audit Commission’s Report in 1986 Improving Council House Maintenance [1] was a major acknowledgement of the importance of the housing repairs service. The report emphasised the significance of repairs in terms of expenditure, which at the time of publication was estimated at some £2 billion with a backlog in the region of another £10 million.
