Abstract

‘Project Europe 1992’ refers to the intention to have the European internal market completed on 1 January 1993 at the latest, which means that from that date on persons, goods, services and capital will be able to move freely within the EC. The measures to be taken in this context can be defined as examples of negative integration (i.e., abolition of intra-European constraints). In this paper, the main point we wish to make is that this negative integration should be followed by a process of positive integration (i.e., harmonisation of national policies). In our view, uncoordinated macro-economic and monetary policies are a serious threat to the forthcoming European internal market.
