Abstract
No society of states is totally anarchic. There are almost always some conventions and understandings among them about the way they should conduct themselves towards each other. During the period we are concerned with there was a general and growing recognition that some elementary rules of international behaviour were necessary, though there was frequent disagreement about the precise content of the norms required.
