Abstract

The dual objective of this chapter is firstly to evaluate various estimates of Soviet military expenditures (SME) under Mikhail Gorbachev that were recently published in the USSR and in the West and secondly to propose alternative estimates which I independently derive below using new Soviet input-output (i-o), GNP and budgetary data for 1988–90. In the concluding remarks I size up the expected weapons production cuts in the USSR defence budget during the 1990s.1
