Abstract

On the 22nd of February 1966, the Labour Government published the results of its defence review as part of the annual Defence White Paper. It said South Arabia “is due to become independent by 1968, and we do not think it appropriate that we should maintain defence facilities there after that happens”. It added that “we shall be able to fulfil our remaining obligations in the Middle East by making a small increase in our forces stationed in the Persian Gulf”.1 The White Paper had been approved a week earlier, after the DOPC had discussed it, according to Crossman, over the course of “nineteen meetings and two Chequers weekends”.2
