The Governmental Process in Moscow
As already mentioned, Moscow city was detached from the regional system at the beginning of 1931, and henceforth enjoyed a semi-autonomous status.1 Even before this, the city was a powerful component of the regional administration. According to an RSFSR (Russian Republic) decree on the relationship between the regional executive committee (oblispolkom) and the city executive committee (gorispolkom), the city had considerable autonomy vis-à-vis the region. The chairman of the oblispolkom could not simultaneously be chairman of the gorispolkom. This trend was strengthened when the city was detached from the region.2
