Abstract
A war threatens the normal existence of the Western Hemisphere, especially from Peru to the United States and Canada. The enemy in the war is freebase (‘crack’) cocaine and the forces promoting the drug, who are so ruthless and powerful as to make the Sicilian Mafia appear gentle and weak by comparison.
