Abstract

Except for high-reliability systems like spacecraft or undersea cables, it would be unreasonable to expect the earliest-made systems sold to a customer to show their full potential reliability. Usually there are teething problems in both manufacture and maintenance of new systems, and these cause the reliability to be lower than that predicted.
