Abstract

This chapter is concerned with the organisation of urban utilities in France: water distribution and production, sewage and waste water treatment, refuse collection and treatment, collective heating systems, urban transportation, large-scale housing and collective provision for culture, sports and social affairs. Even though these sectors are technically different they have a unity: the same organisational set, the same internal principles and a common political culture. These three factors define the French model of urban services (Lorrain, 1991).
