Abstract
Local self-government is one of the cornerstones of the Swedish Constitution. It operates on the same constitutional basis at both local and regional level through municipalities and county councils respectively. The Local Government Ordinances of 1862 laid the foundations of modern local self-government in Sweden, and it is still in many ways applicable. Sweden has like all the Scandinavian countries, with the exception of Finland, a two-tier system of local government with presently 284 municipalities (kommuner) and 23 county councils.
