Abstract

As indicated in chapter 2, the Thatcher government’s programme of trade union reform developed in a thoroughly pragmatic way. Because a comprehensive strategy was never set out in 1979–80, it cannot be claimed that the task was completed, and no such claim was made either by Mrs Thatcher or her last Secretary of State for Employment, Michael Howard.
