Most West European governments have had to pay unprecedented attention to media policy in recent years, but few have found this as contentious, frustrating and intractable as France. There the inherent difficulty of making decisions about complex issues during a period of rapid technical change was compounded by the unaccustomed stresses of cohabitation and alternation between governments of differing ideological hues.
