Abstract

‘Associations which lack the right mix of skills for this new and demanding world must either stop developing or pool their strengths and resources with others’1. This was the unambiguous message given in 1989 by Lord Caithness, the then Minister for Housing to those attending the twenty-fifth anniversary reception of the Housing Corporation.
