Abstract
Over the last decade there has been a significant shift in the balance of power between central and local government. Local government is being transformed from a provider of public services to an enabling agency facilitating, regulating and supporting a wide range of public and private institutions in meeting local needs. This chapter charts the changes that have taken place since 1979 and identifies the ways in which successive Thatcher governments have brought these about.
