Abstract
The basic structure of education in Britain during the post-war period was laid down by the 1944 Education Act. This Act, born of the wartime coalition government and closely associated with the name of Rab Butler, then Minister of Education, essentially created a partnership between local authorities and central government in the provision of the State education service. This partnership remained largely intact until the 1980s.
